Resource Pack Changes

Changes to the resource-pack delivery system can be reloaded, but restarting the server is strongly recommended afterwards.

This is particularly important when modifying settings such as:

resource-pack:
  public-url: ...
  embedded:
    port: ...

A full restart ensures that the resource-pack server and its networking components are recreated correctly.
