Getting a Flashbang

Flashbangs can be given to an online player with:

/strobe flash give <player>

For example:

/strobe flash give MrDinoCarlos

The player receives the custom StrobeLights flashbang item.

The item uses its own custom model through reserved model data on SNOWBALL, meaning normal Minecraft snowballs remain completely unchanged.
